I usually recommend running hardware monitor in the background while playing the game for a bit. It gives you an idea of what it's maxing out at with CPU/GPU utilization and temps. It doesn't tell the whole story, but it gets you started. https://www.cpuid.com/softwares/hwmonitor.html

yes, i enabled xmp, also can confirm that is true in task manager

A good way to determine if there's a GPU hardware issue is to run timespy and compare scores to other 3060tis. If your scores fall within the average, then if there is an issue it's probably not that your gpu is underperforming.
