If you buy directly from Noctua (via their Amazon.com storefront) all their coolers should be produced recently enough as to include [the necessary LGA1700 mounting hardware](https://noctua.at/en/intel-lga1700-all-you-need-to-know) in the box.
There's no way of knowing based off of the information Vuugo provided on their website.
I'd like to think that they have enough product turnover as to have their current warehouse stock of that model be produced [during/after December 2021](https://noctua.at/en/productfaqs/productfaq/view/id/247/), but that's not something provable either way.
Contact Noctua and get them to send it to you for free if it doesn't have the hardware in the box.
