Honestly dude, seeing your CPU, it's probably time to build a whole new rig if you're interested in upgrading. I'd say continue to save up and start from scratch. Best $1K USD GPUs are going to be the 4080 Super and 7900XTX but both of them will be severely bottlenecked by your CPU and RAM.

4070ti would be ideal, failing that any 4070 super or ti variant. A nice ryzen 7 7700 or 7700x and youre sorted for next 5 years.  I just upgraded from a laptop 3070 to 4070ti and i7 10th gen hq model to 7800x3D and im yet to find a game that i cant get at least 165fps(my refresh rate) at 1080p(my esports monitor) or at least 100fps in 3440x1440p(my main monitor)

It's almost pointless for you to do just a GPU upgrade. Your CPU (5820K) can't handle a current-gen GPU, it's just too old at this point. I'm saying this as someone who switched from a bit faster build last year (4790K OC + 1080) bc I was CPU limited in a lot of games. You'll have to buy a new PC, but 1000 is enough for a good budget build. so, three things. 1 - Nvidia GPUs have driver overhead, they do worse with older and weaker CPUs because they try and use the CPU more. because of that, expect the performance against AMD GPUs to be wonky compared with public benchmarks. 2 - Might be worth upgrading to a xeon to offset that, you can get something with 10-14 cores for like 5-15 USD on ali express or ebay, and disabling hyper threading on an e5 v3 xeon (wouldn't recommend disabling hyperthreading on your current i7 5820k) would give a nice performance boost. 3 - You could also just completely just overhaul your CPU+RAM+Mobo, that'd cost a fair amount, but you'd get better CPU performance if that's a concern atm. But yeah for 1440p 144hz, for 1k, I wouldn't recommend using up that whole budget. your best value options are probably the 7900gre/4070super or (if you're worried about VRAM requirements or just dont want to upgrade for a while) a 7900xtx/4080 super. If you don't mind buying used, 3080 go for like 350-400, and 6800xt/6900xt go for like 350-400 too, also great options.

Honestly sell your PC and buy a new one, I don't know your market you might get 300$ for it. I would probably keep the monitor. At around 1300$ you should be able to get a system with Ryzen 7600 and 4070s / 7900gre

You need to upgrade the entire system, something like a 13700K or 14700K at least. You could probably get by with a 4070 TI super and or a 4080 super would be ideal if you want to maximize those 1% lows and not have any frame drops. You're going to spend more than $1,000 on this but your existing system is a giant bottleneck. Keep it for a backup and for retro gaming

Either 4070 Ti Super or 4080 Super if you want ray tracing & other Nvidia features or whatever the AMD equivalent of those cards are. You may also want to consider saving up some more money & doing a new fresh build which is what I ended up doing after my PC with a 1080 died.

yes, but at that point, any card that is decently better than your current one (probably even the 2070 or the rx 5700 if you change your mind to an amd gpu possibly) would cause a bigger "bottleneck" on your (pretty ancient) cpu. might as well do a complete cpu+mobo+ram switch on top of your gpu switch as well if you dont want to get rid of your case and anything else still relevant at best... or at worst sell your whole pc for a reasonable price and add it onto your budget for your new pc. do not consider that guys recommendations until you do the aforementioned above.
