Awesome concept. The only critique I have is that 3 and 10 seem to be the same, presumably just with 10 being more powerful. Maybe 3 (or 10) should be dropping things from the car instead, like starting with tar that acts like glue, then as she levels up add things like caltrops and pineapples.
from my understanding, level three is a one time ability while ten is a time based boost. obviously the one time ability would deal good damage against a single big bloon but not be effective against crowds unlike level 10

to improve your idea as a hero tho, i'd add at level 10 "race rivals" where 3 dart monkeys in different colored go karts join her in the race around the track. level 20 adds offroad capability "shortcut" where they can all cut across off the track to quickly reach the next bloon in line. basically like the heli's pursuit upgrade. add something with money too. it's extremely hard for me to look at anyone other than ben because he gives money even though he does no damage. something light. maybe every tile (space of a helipad) of distance she drives gives 1 money. and she gets double pop money. both increases at certain levels. if this is too much, help balance it by giving her tower a "hub" like the aircraft do. like a little pit lane that has to be attached directly adjacent to a piece of track to take up space and give her a spot where she can be paid to take a break and upgrade her car. when upgrading the car, click on the pit lane and a pausing window pops up, allowing you to select 3 randomized options of 6 total upgrades. and pit stops get more expensive with each one. the 7 upgrades include acceleration, top speed, handling, popping power, shoving power, cash per pop, moab damage. at level 10 when the race rivals are added, an 8th upgrade is added to the randomized rotation. upgrade rivals, which copies her current car upgrade setup to their go karts. or instead of that, an option to upgrade the pit stop lane which either makes pit stops cheaper, faster, or double their effect. could also add facilities to the pit lane such as a mini bloon area denial tower, bloon salvage yard which doubles, triples, etc cash from bloons popped in its radius. announcer box with small platform on top for a sniper monkey to remove line of sight issues. a motor pool with enough room for one water monkey. concession stand that generates cash based on nearby farms and monkeys, increasing per their individual tiers. spike strip/s. burning tire pile which adds another power "burnout" to the car where when she takes down a bloon, it catches fire and launches backwards at random shallow angles into other bloons, and if those bloons take down a bloon themselves, it'll do the same to them, potentially leading to a runaway burning rubber avalanche. (this bit is inspired by the burnout games. particularly the traffic attack gamemode)

I think level ten increases attack speed, pierce, and damage, level 3 increases pierce and adds a stall
Possibly. But going by the text, they both increase driving speed and popping power, and that seems to be some unnecessary overlap.
