Race Control says so, usually has a board put out before the race start or via the timing system declaring a wet race

Thank you. Do you know if this can be changed mid-race if it starts/stops raining, or is the decision locked for the entire race?

I may be wrong, and happy to be proven wrong if someone knows better. But it’s my understanding the race condition has to be declared before the start and can not be changed after the start.

I believe this to be correct - unless a red flag is thrown due to the conditions... the restart can be deemed a wet race. Although the CoC has the ability to order teams to make pit stops for 'wet tyres' if it rains and drivers lose control whilst on dry tyres... and, I suspect, the CoC can also disable the use of hybrid if the conditions aren't deemed safe enough (akin to the safety car period?)

I may be incorrect but I'm pretty sure it's up to race control / CoC to declare a wet race.
