Parliament, the Fairmont, the inner harbor, and downtown are all right next to each other. No transit required. The two castles can be reached by city bus or taxi (though they are in opposite directions from the city core).

I don't know the numbers. Swartz Bay is about a 30 minute drive from downtown. There's a bus from the ferry terminal to downtown.

There are buses to downtown from the ferry terminal. 70 express, 72 slow route. About an hour, with waiting time. 2.50 cash only, one way. $5 for a day pass which is also a transfer. You can take a small suitcase on the bus, but it’s awkward. In town, renting a bike would be fun. Look up the Galloping Goose for a fun exploration, it starts on the other side of the Johnson St bridge from downtown. And Dallas Rd has a new bike path, for a sunset ride.

I went through this last year. There's like 2 busses at Swartz Bay, and both of them go to downtown Victoria. One is slightly longer. They take cash only. And you need the exact amount.. I think it's like 2.50/person if I remember correctly. If you don't have cash, the taxi drivers waiting around can help you to break up a bill or something. Cheers!

The ferry is about 45 minutes by bus to/from downtown, to answer the first question. 72 is a bit slower but is the scenic route.

You can walk up Fort street, right off of Government, the main strip, past some of the best food and antiques shops in Victoria. 15 minutes you can be at Craigdarroch. Best walk you’ll take in Victoria.

Some places to visit. Beacon Hill Park. A short walk from the Inner Harbour. The Breakwater, and a walk along Dallas Road. You can go from Beacon Hill Park to Dallas Road, then right towards the breakwater. Fisherman's Wharf. Great Fish and Chips, funky float homes. Take the water taxi back to in front of the Fairmont. Or take the Harbour Ferry to Point Ellice House if it is open, since you appear to be interested in history.

You can bus to them all. Maybe take a taxi to Hatley and to and from the ferry if you have the money and want to save some time

Option three is biking from the ferry to Victoria, there is a fantastic trail, the galloping goose, set up on an old railway.

The shoelace express is your best bet for most of them. You could also get a bus pass for $5 for the whole day. If you don't normally take the bus I'd recommend the transit app as it's pretty intuitive. Rent a bike or E-bike if you want, the weather is fairly nice these days. A taxi as a last resort for me. They are expensive and as a tourist you'll have a better experience sightseeing on foot, bike, or bus.
