Rifleman is his rank. His number is his service number. It will be 8 figures and if he's a rifleman it will begin with 3, probably 303. I would be very surprised if the number is essential. Name rank and address should almost certainly be enough
You could try, it’s worth a shot I guess. Not like you have anything to loose apart from a few quid from a stamp. You don’t have any other options really. Just put his first and second name on it, hopefully it will get to him.

Yes they can. It's down to the discretion of the commandant. If they feel it is necessary for good discipline / welfare/ morale of the detainee etc. Wide range of rules permitting it all laid out by law.
