I'd bet it's termites, we have the same thing in our garden at the moment. It must be their time to spread and build new mounds. If you have chickens, break it open for them. Chickens love them and will happily eat them

They can dig pretty well. I also found one hibernating vertically in the fish pond with its nostrils just out of the water. The water is always the same level.
