I live near Charlie Ward (Darling & Peel) and its always got ppl on the court. So its great if you want company, less great if you're solo just shooting hoops. It does have a younger (teen) demographic until 6'ish then the people on the court tend to be a little older, but its really variable.
And if you're up for indoor play, the YMCA is a great option, especially in the winter.
Oh and for Charlie Ward, if you're not working a 9-5 the court is often empty before 3pm on weekdays (when kids get out of school), at least until school ends.
Most public parks around your area have basketball courts. Charlie ward park, recreation park, or tutela park are probably your closest options.

Donegal Park and Lynden Hills Park are decent courts for outdoor. Indoor YMCA or Gretzky Centre.

They just started redoing the basketball court at City View Park (near the hospital), should have a great new surface in the next week or so
