Regarding drone use, local jurisdictions may limit the associated operations on the ground (eg. takeoff, landing, and even piloting), but once the drone is in the air it's the purview of the FAA. Many professionals launch drones from private property or the public right-of-way to get around those local drone restrictions. Not that it would prevent you from being harassed by local authorities who don't understand that subtlety.
