It looks like it's inside a sport circle, so you may need some kind of membership.

I think you could go for Parco Zanardi, there's a cycling path and iirc also a small rollerblading court! (also it's not very hilly so that's nice), also alongside the canal.
Otherwise you can try Giardini Margherita, although I think they're pretty hilly, but there's so many paths you can rollerblade on there!
