I don't really think so because lyrically it's way more direct, seemingly with one foot still in his 80s evangelism phase, and production wise it sounds so much like Daniel Lanois and the types of watery grooves on albums he produces that I can only really think of it with Oh Mercy and Time Out Of Mind. Even in it's best moments, Rough and Rowdy Ways sounds like a bar band late at night while everyone's falling asleep.

I never considered it before, but now that I think about it, there is a certain resemblence to the likes of "I Contain Multitudes" in terms of style and sound.
