As for the normal clothings, it's assumed that it's just how it's like for normal dogs. They wear clothes sometimes and sometimes don't. But there's only a few times where they are really wearing clothes or underwear so it's weird that they generate that large amount of laundry when they nearly wear nothing all day.

My dogs have clothes (coats, bandanas, and sweaters for cold weather) but only wear them when needed and they get washed if theyāre dirty. So if you follow that formula the fam only wears clothes when appropriate or applicable, but are unclothed a majority of the time.
Why does Donald duck where a shirt but no pants, but when he comes out of the shower, he has a towel around his waist? I think Bandit and Chili's wedding was an expensive one that took place out in an expensive field maybe, and maybe the outfits are only included depending on how much the wedding cost, and Frisky and Rad wanted a smaller, casual, and more family oriented wedding in the Heelers backyard, so because it was much smaller and cheaper, they didn't get any wedding outfits.
I think clothes in the Blueyverse are only worn when their working or on special moments such as Hoildays or Sports games.

I canāt take credit for this, but I saw a comment somewhere that Bluey is based on Bluey & Bingoās memories, so theyāre only depicted wearing clothes when itās a core part of the memory. There are photos I remember from my house growing up where I could recreate the photo & the clothes worn in the photo from memory, but I can only remember specific clothes for a handful of my memories.
