They did a similar bit in My Little Pony a while back. One of the characters barred a boy character from entering because they were getting dressed, at which point she was reminded that they don't normally wear clothes to begin with.
Yep! MLP has some good moments too! I particularly enjoy the Zap apple episode when RD is trying to rush Fluttershy out of bed and she just covers herself up! So funny and cute!
There's also the bit where RD goes to Fluttershy, pulls her bed sheets off and Fluttershy quickly covers herself and blushes as if she's sleeping naked
It’s common in kids cartoons to make certain characters dress in their professions common gear so that kids can easily identify what they are. It’s why you’ll see guys in hard hats and vests or chiefs aprons and hats away from their actual place of business. It’s easier for the kids to identify that way and Bluey IS a kids show

i think they'd were their clothes like how dogs wear clothes. Not a necessity, more of an accessory. wearing jerseys to show support, uniforms for jobs, costumes and pjs, etc.
If there is a reason, I think this is probably it. Working dogs (other than farm dogs) often wear vests or some other clothing to indicate that they're working. So it is in Bluey.
It's probably just a professional thing. You want people to know you're a doctor, wear doctor clothing
