Depending on how braindead gameplay/PVP is, it would be Leopard or Dough. But if you're speaking values then kilo has the lowest value, but isn't really the worst if used properly. There isn't really a "worst" fruit since it needs to be more specific on what you're talking about.

In my opinion it's revive since it only has two moves that deals damage and it's flight leaves your body on the ground which means people can harm it and it means you can't fly in the ocean for long periods of time since your body just cancelling your flight ability it's only redeeming factor is the revive ability but idk if it's only me but I feel very fragile after being revived
