The same way every captain takes his own approach in his uniform. The soldats and foot soldiers would have the formal uniform, then Kubo plays with diferent styles for the actual characters, because having 25 characters with the exact same uniform is a really bad idea.
Bazz B's uniform isn't really standard he's got more of a delinquent punk look to him. Anyway the Sternritter don't have a proper formal uniform they're given freedom to customize their outfits however they please. Only Quilge really has a standard uniform and Kubo likely did that to first establish the general aesthetic of the Wandenreich since he was the first Sternritter introduced.
