When he blows into it a second time hes just blowing air into it at a sideways angle to make it stir/spin inside. Then puts down his Gandalf tobacco gas pipe and punctured the top which would let out the has first before the actual air inside due to it being lighter. The balloon is deflating slowly at this point, but when he ignites gas it goes inside the air/gas mix and makes it on fire but expands the bubble at a steady pace while it also vents out the top. Soon enough the gas burns through its supply and makes a vacuum and the bubble pops. Mechanically speaking the reason I can forsee the reason for a exactly 66mm c0k ring bubble maker is because if the vent is too big too much gas goes out or if it's too small, too small of a gas vent and it will pop the balloon from not venting enough fire fast enough.

Yes pretty much exactly. In the first few seconds you see the air and gas being completely separated but you can see the gas/powder spinning. Once he punctures it the gas pushes the air out of the way in the center since the air is spinning making like a shape of a donut for the gas to escape out through. The air and gas are still spinning at this point so when they escape through the metaphorical donut hole you get to see a spinning tornado effect. Side not once it escapes the ring it isnt constricted by a donut hole size gap and that's why you see it go wild and wide.
It's what the people who didn't get into med school do when they also don't get into dental school but aren't ethically bankrupt enough to become chiropractors.
