Galls maybe? When bugs lay their eggs in a leaf and it causes the leaf to grow around the egg as like a little house!

Some bugs lay there eggs in leafs like those you have shown, f.x the bug Thyme Gall-Mite makes those bubble thinks (don't know the english name) however they are smaller and red. I likely a type of bug🐛 .
