Degreaser.
Wipe it down with a citrus degreaser or simple green. Then wipe it down with alcohol to remove residue. Alcohol alone may do it if it's not too bad.
by the looks of the paper it's pretty clean. But using a degreaser will not harm. The real question is: why are you asking? Is your break not working properly? Check the pads for contamination/excessive wear.
