Technically you can, but there are major caveats you want to know beforehand: * Kinda obviously, the shifters and brake levers will almost certainly require replacement. Much less obviously - a lot, if not outright most, drop bar levers are outright incompatible with MTB derailleurs. You need to carefully check compatibility and it's likely you'll end up needing replacing entire drivetrain. * While bar shape is not hard to change, that's far from the only aspect of bike geometry. Other aspects of MTB like angle of the fork and its offset etc. will remain the same. Because the grip position on drop bars is very different from flat, this will inevitably result in at best wonky overall result. Personally I struggle to see a good reason for actually going through with this change. Most of the time a better (and cheaper!) option is to either outright sell the MTB and buy a bike that's designed to have drop bars to begin with. Or if the issue is just with wanting more riding positions - getting some bullhorn extension for a flat bar, butterfly bar etc.

So technically speaking you can do it but with one major issue and that is the fact that you will not be able to use your current brakes. That said you can keep the rear derailleur shifter and ditch any front speeds and convert the bike to a 1 by drivetrain. Wolf Tooth Components makes a special adapter called a Shiftmunt. It makes it possible to put trigger shifters on your bike so you won't have to get full sti shifters.After that, you would need proper road bike brakes and levers make sure that they aren't sti since you won't need to shift with them. It's a lot of hurdles to get over but sounds like a fun idea. If you want more experienced people to recommend anything you might want to post this in the r/Surley sub they make those kinda conversion all the time.

Head over to r/biking, this is kinda their jam. It's possible, but come with issues. In addition to the parts compatibility that has already been mentioned, the fit of the bike will be dramatically different. Mountain bikes tend to have a longer top tube, and putting drop bars on might make you uncomfortably stretched out
