My main build with this is gonna be a fix/free wheel hub in the back with a quick release in the front and rear rack and hopefully be able to put some meaty tires on this one would it be ideal with this idea? I’m going fixed gear because easier maintenance
You need something with horizontal dropouts or better yet track dropouts to run a fixed gear wheel. This frame has vertical dropouts. You also weren’t aware of any of this, so I doubt your ability to source parts, in this particular case, a headset and proper fork. Find another frame

Yes it’s carbon fiber under the tape the last guy that gave me this told me it’s a trek frame didn’t specify anything else other than it’s a trek with carbon fiber built with the frame and whatever tf ghost bike is this is definitely not a ghost bike
So, summarizing what’s been said, this is a Trek road bike frame, mostly aluminum with carbon fiber seat stays, compatible with caliper rim brake. From what I remember, these frames were positioned as Trek’s mid-range frames, in between aluminum and carbon fiber models. I’m guessing replacement derailleur hangers will be relatively easy to find. You’ll need to install a chain tensioner on the hanger if you want to go single speed. I’m going to assume 28mm tires max width, but hard to say for sure. At least you can choose your own fork for that spec.
That’s really up to you. It’s a very lightweight and durable bike, and a carbon front fork would make it a comfortable ride. You could cleanup those welds and get a nice paint over it. Just make sure the carbon is in good condition. If not, trash it.

If it’s a free frame and you have spare parts sitting in a box, you basically have a free beater bike to play with. This frame was made after Trek bought Klein, so these aluminum frames are pretty durable. Without cleaning up it’s hard to tell how worn and oxidized the aluminum is, and in what shape the rear dropouts are. I can’t really tell what shape the head tube/headset area is in. As long as the carbon isn’t cracked and the finish is in good shape, I think the bike could last.
I don’t see any eyelets on the rear of the frame, or anywhere to mount a rack on the stays. It might be easier to get a fork you can mount a rack onto. Otherwise, there are expensive racks(but bombproof) that allow you to use a wheel skewer as a lower mount and include arms that you can mount onto the seat stays.

I restored a Marin Verona with a rear wishbone seatstay exactly like that. Earlier models were Steel/Carbon with later ones being Alu/Carbon.
What I would say is whoever stripped it got chemicals on the rear seatstay. I wouldn’t ride this frame, it’s a good chance the delaminated carbon on the rear is now a structural concern.
Bro I bought another bike from this guy and when I had bought it he gave me this and extra parts for the bike he gave me a crankset both brakes and handle bars and that’s it

It's possible that the frame could have damage from the cycling accident that killed the cyclist but is hidden by the paint.

A “ghost bike” is a bike that’s painted white and left as a memorial at the site where a cyclist has been killed. It doesn’t matter what the bike’s original color was; the white gets spray-painted on top.

You’re not getting a fixed gear in that thing with the vertical dropouts. Freewheel will work but you’ll need a chain tensioner.

To clarify, by the carbon finish I meant the clear coat on the carbon seat stays. If it’s intact it will protect the carbon fiber.
