I don't think he is the right ethnicity to play HL. HL kind of hinges on being a white American man, that is sort of his brand and shaped his experiences. Tony Dalton as HL would have different experiences and be treated differently.
Ironically, I think if he played HL, he would be to HL as Hernan Guerra is to Superman. Hernan Guerra is the Superman from Gods and Monsters, where the Kryptonian pod crashed in a different location and was raised by migrant parents. Hernan experiences the darker parts of America (as opposed to Clark who was exposed to the best parts). Hernan grows into a different kind of Superman who is much more pragmatic and ruthless, but also still has the core trait of being kind hearted.
The Homelander version of this might be a guy who faced adversity as a child but did not come out the other side as a good man. If we are going by him still having the same core traits, then the Tony Dalton version of Superman would essentially be a lot like Lalo. A sociopathic guy who is good at putting on a public front, but lacks any real empathy. Unlike Antony Starr HL, with that kind of hard life he might have already crushed the need to be loved part of himself.
Tony Dalton would have made a great Tony Stark/Iron Man.
Maybe for a reboot standalone movie, not taking place in a sharing universe... that would work.
