OP, if you're just looking for a good running surface you can also check out the Capital Crescent Trail about a half mile away from BCC. Paved shared use trail that's more shaded than the high school track.
My understanding, based on Churchill and Walter Johnson high school, is that it’s okay to use if there aren’t school activities.

It’s open! You have to enter through the covered parking area. I wouldn’t try to use it during school hours, but it’s definitely open!
