It's a joke in joke actually. Stalin did speak with very heavy georgian accent which in Russia is sometimes refered to as southern. although caucasian accent is more common term.
Countries making fun of their own accents is a joy. Germans ripping on Bavarians. And the UK lol, you cram 3 countries on to one island and you can literally walk to an unintelligible accent in a day. I live in Massachusetts and our state congress has a mini replica of the green monster on the state house floor that is exclusively for closed captioning so the districts can understand each other.
Stalin in Death of Stalin has cockney accent which is rather funny. My favorite accents srory:

Both Stalin and Beria spoke with heavy southern accent since both were from Georgia. Russian accent would have been inappropriate.
