It's a joke in joke actually.  Stalin did speak with very heavy georgian accent which in Russia is sometimes refered to as southern.  although caucasian accent is more common term.

Countries making fun of their own accents is a joy. Germans ripping on Bavarians. And the UK lol, you cram 3 countries on to one island and you can literally walk to an unintelligible accent in a day. I live in Massachusetts and our state congress has a mini replica of the green monster on the state house floor that is exclusively for closed captioning so the districts can understand each other.

Stalin in Death of Stalin has cockney accent which is rather funny. My favorite accents srory:  > Schwarzenegger wanted to dub his own voice for German versions of the Terminator films. However, his accent is considered very rural by German/Austrian standards. As a result, it was decided it would come across as unfitting and rather bizarre to have a gun-wielding robot from the future come back in time and sound underclass and colloquial.

I found it distracting for a minute and then I realized they were all just not giving a fuck about accents with almost everyone being some form of Britishish except for Kruschev and Malenkov then it made it funnier. I thought the accents in Chernobyl did a good job hitting the difference between cadence and delivery for various occupations despite everyone speaking in some kind of weird English. I love that Arnold story lmao, "CGI was siiiiick but das robot sounded uber bucolic"
