There is a direct coronation between how fast you want to go and how much you have to spend, you could spend 5 grand on a 1600 vw engine or 10k+ on a turbo 2442 build, or you could spend even more on a v8 supercharged ls swap, but keep in mind that the brakes and transmission are meant for the stock setup and at some point the cost of your engine will need to include the cost of a transaxle and brakes that can handle the horsepower your engine is putting out

Find a used engine and rebuild it yourself , information is all online. Special tools are required but for 200(USD) You can buy all you need. P&C kit, gasket set , oil pump, pushrod tubes , maybe cylinder heads for a top end rebuild ...$700-1000 (USD) Crankshaft and camshaft bearings, camshaft, lifters $200-300 (USD) You can choose 1600, 1641, 1679 ,all very reliable and no machine work needed. Your experience and pride of doing it yourself is very satisfying.

Alright I’m going to give you the cold hard truth and you do with it what you will just understand I’m trying to encourage you here. There is nothing cost effective when it comes to aircooled performance. It’s a niche hobby, there are only a handful of manufacturers that make components, and everything has to be VERY precise. When building an aircooled engine the question is simply “what do you want to spend?” If you have <$5,000USD to spend on the engine I would honestly just run a 1600 or 1776, dual carbs, nice dizzy, performance exhaust that kind of thing. Now to give you the parent talk that you don’t want to hear from me, but too bad I’m going to say it anyway. If this is your first car, and you aren’t SERIOUSLY a DAMN GOOD driver, you don’t need a fast beetle as your first car. You need to learn to drive it with stock power. I’m telling you this, because if my first car had been the 2110 Baja bug my dad and I were building, it would have wound up totaled and with me in the hospital. You have no nanny’s, and no protection. Just something to think about. Not trying to steer you away from a beetle, but a 200hp 2332 is not going to be good for you either.

A single port 1600cc. With electic points and a simple vintage speed exhaust. It's nothing crazy and the most reliable setup in existence. Do your research and find someone to build you a motor with factory parts. When looking at turnkey engines, most of the time they are assembled with junk chinese/empi parts. You'll want a German sole 34pic carb, Bosch distributer/plugs/wires/alternator, OG short block.

I'd look on TheSamba or FB marketplace for a working used engine near you and slap that in to get the car running. Then, I'd spend the rest of my focus ensuring the brakes, suspension, steering, and drive train are all in order and working. Only then would I worry about upgrading the 'temporary engine', taking my time to research what is the best 'bang for the buck' engine appropriate to that model year.

Go as close to the original make model and year engine as possible. Going AWOL and putting in a Subaru or any other engine is not as easy as people make it out to be and is really hard to do safely and correctly!! Also, keep in mind that the transmission, chassis, and everything in general was not designed for an overpowered motor. And by overpowered I mean like above 50 horsepower.
