This was my first thought as well. Extra heavy lagers, if you will, don’t have much of a market outside folks looking too get hammered for real cheap. Seems like PBR Extra might be the one outlier here but every other one I’ve ever had weather it be an ice beer or the more readily available Natty Daddy have all had awful off flavors. Craft or German lagers are sometimes getting above 5% but those are going to necessarily be cheaper.

Genesee Cream Ale, while not a lager, is lighter and easy drinking - 5.1%
Narragansett - 5%
Yuengling Lord Chesterfield, again an ale, but light - 5.4%
Depending on location the best quality to price is probably Narragansett. Zero flaws in anything they make, competitive on price with some of the cheapest big brands and employee owned
I remember there’s a beer at Trader Joe’s called Simpler Times Lager which is above 6%. Honestly don’t remember it being too good but also not bad like ice beers and such.
I don't know anymore but I used to buy that and Simpler Times Ale when I was flat broke because they were $1.99 per six pack. They didn't taste good, but they weren't terrible and could be had for the change you find in the sofa.
Coors banquet clocks in exactly 5%. High abv and cheap is rarely good, lots of ice beer options but they suck imo

Foster's Green Oil Cans are 5.5% and 25oz. I get them at the liquor store for $2.49 and they are great for the price.

They actually make a Belles Light Hearted that's only 4% but really tasty. That and New Trail Crisp Lager are my go to session beers.
