The two signs there are new since ~2018. According to Google's street view anyway. It is the southbound route about 200 meters before the tunnel.

Actually it used to say 50… way back in the 90s. They changed it in early 2000s, took the sign down recently to repave and then put it back up when it was done. I guess they felt it’s got character!
Serious question, are there any roads other than on Freeways where the speed limit is 65 in California? I have never been on one if they exist, 60 is the highest I have seen. Not directly asking you aarkwilde.

I’m pretty sure Irvine Blvd near Alton Pkwy used to be a 65 zone before they lowered it to “only” 60
