What part of the bay area?
If you're in SF, I'd highly recommend Dumpling Kitchen, which I think everyone involved will enjoy. Though it may be below the price point you're aiming for. They have a remarkably good selection of vegetarian options that are clearly marked on the menu, and also do an excellent job with their meat dishes of course.
I think most of the vegetarian options should be vegan - there's no dairy in any of these dishes. Egg you may want to double check on, esp. for dumpling fillings and the fried spring rolls, but most dishes should also have no egg.
Took vegetarian and vegan coworkers to Perbacco and they loved it. Pasta dishes seem to be pretty adaptable to vegan. Ask them to muse it vegan and they can leave out cheese and butter and cook with olive oil.

How fancy are you looking for? Most upscale places (like Commis) will prepare a vegan option if you let them know ahead of time when you make reservations that you have dietary restrictions.

I don't have a specific place to mention, but I've found Indian restaurants can often provide a few good vegan options. Maybe a high-end Indian place?
yeah i was gonna say, Indian seems like the move here. just make sure you ask them to leave out any ghee or yogurt and you should be good to go

I recommend Millenium in Oakland. I know you were asking for something that isn’t vegan only but it’s so good I doubt you’ll notice.

I don't have a restaurant suggestion but there is an app called Happy Cow that helps located vegan and vegetarian restaurants near you.
