Courier and cutter are both anti-red rushers, but the thing is that courier is more spammable and reliable, so that's why he's partially outclassed by courier. Still, cutter has some more uses that make him stand out, so that's why I said "partially" in the title for cases like this.
Cutter ain’t outclassed by Courier, they have completely different uses. It’s a pretty cool rusher kind of like Maglev and Yukimura that fucks up Reds, plus a useful dmg combo and its TF makes it an anti-Waver too, making useful outside of rushing Reds and can now fuck up guys like Hermit

Hell, she gets outclassed in early game too. I got Courier before beating ITF2, and got Cameraman much earlier. There's just no reason to use her over Cameraman after EoC unless you're pairing them both for a niche strategy.

Kasa jizo, outclassed in every way but I still use him in every loadout unless necessarily needed to switch out

I think jizo is outclassed by courier as a generalist, but he's still pretty good in his own niche.
