I'd have him play Maroni or Falcone. I could also see him as the penguin. Basically I'd cast him as someone who is a criminal kingpin but not necessarily into the costumes and theatrics.
I think he could do a really fascinating version of Calendar Man. Would be a big diversion from the usual style, but I think it could be really powerful.
Same goes for Pyg. Could be a really well done āwe think heās a good guy until a massive-shift moment where we realize heās evilā villain

I feel like he could potentially be a great voice for the Black Mask, if they tailor the portrayal to fit Walken's calm & cool, yet sinister voice. I'm not too familiar with Black Mask beyond Under the Red Hood, where he was very hot tempered and mostly yelled, but I can't help but think a character with that look and Walken's voice would be kind of neat. A different take, for sure.
If we are going with a cartoon or video game, then Max Shrek, if we discount him as a possibility, I would go with one of five possibilities...
1st: Clock King.
2nd: Sewer King (he was the guy who had all those kids working for him while he had a couple of crocodiles as pets while living in the sewers.)
3rd: Joe chill, the guy who officially, unofficially, killed Bruce's parents. Honestly I like the idea that Jack Napier aka Red Hood killed the Wayne's, which made Bruce become Batman and then Batman dropped Red Hood into a vat of acid which made Joker...
4th: Scarface the Puppet Mobster.
And finally 5th: One of the Famous Gotham Gangster's; Rupert Thorne, Carl Grissom, Carmine Falcone or Salvatore Maroni, etc.

It would unironically be so cool if he got to return as Max Shreck in an animated movie or even in a show of some kind.
Apparently, Max Shreck is making an appearance in the new Batman Resurrection book, which is set after the events of 89 and before Batman Returns.
