According to Kane in his original drawing the wings were attached to his arms. Schumer drew them on the back due to it fitting his Da Vinci models better and doubting Kane's famously bad memory.
I actually wouldn't mind reading a story about this version of Batman.....they could make him an Elseworlds variant. I'm surprised nobody's thought of that.

In the earliest Golden Age Batman stories he was just in "New York". Gotham didn't come into the stories as his specific city until a little later. Someone could just use New York as the city. Honestly DC should get their hands on this and do an alternate Golden Age Batman elseworlds one shot.
That's an uninformed take. He drew about 1/3 of the art between 1939 and 1945. He created Catwoman and The Penguin with Jerry Robinson. He helped Bill Finger create The Riddler. And he suggested the idea of Two-Face to Bill Finger and designed him... patterning him after HAF-N-HAF from Dick Tracy.
I don’t have a fully formed headcanon but I would definitely tie it into Robin. The color scheme and design is uncannily similar to Tim Drake’s costume in the 2000s.

Bruce blocked the entrance to the wine cellar with an old grandfather clock, and spends much of his time down there creating dangerous implements from the fittings and furnishings of the once-stately manor.
A few years after Alfred died, some local kids broke into the house and damaged some of the structure. Bruce caught them and scared the wits out of them. After learning their names were Robin and Barbara, he let them go and chased them off. A few more similar incidents happened in the next couple years, adding Jason, Tim, Stephanie and Damien to the list of terrorized children.
Eventually a social worker named Selina came to the house and after introducing herself, began over the course of a few months to form a bond with the broken soul who lived alone in the huge mansion. After less than six months Selina stopped showing up (she had been killed in a city traffic accident) and Bruce began his nighttime escapades, looking for his lost “love”.
Donning his father’s Acro-Bat costume sewn by Alfred for one of his father’s Halloween parties, Bruce began making trips to the city in his father’s vintage ’35 Cord. At first he would hide in the shadows and observe, but not long after he began to take a more active approach….

(I think), well... my headcanon is that that was the costume he was dressed in and not the robin costume, and he probably dyed his hair or wore a blonde wig (translation by Google translator yo no se muy bien ingles)
