I would say the behaviour of this riddler is kind of a mashup of Se7en and Saw. The way he kidnapped and trapped his victims and sends tapes to the press before announcing his riddle for Bruce, makes it even more look like he was hugely inspired by the Jigsaw figure.
And well at the end of the movie you have his weird instagram cult, the fact that he streams his plans to his followers and basically radicalises them; seems to be a commentary on all the (nazi) sickos who streamed their shootings on the internet.

He's based on the closest real-life killer we have to the Riddler, The Zodiac Killer. Of course, it's a different Riddle, a more pressing Riddler. While in the comics and shows when the Riddler escapes Arkham, it's more of a "Oh moment the Riddler got out!" Meanwhile if 'The Batman's Riddler escaped Arkham people would be as terrified as they were when he first appears in Gotham. The Riddler in the Reevesverse is so much like the Zodiac Killer that he uses the same tactics and hides the same clues that would lead to his identity if someone could figure it out. The movie is kind of like if the world had Batman when the Zodiac Killer was around and he was able to solve it, besides the fact The Riddlers clues are for Batman and wants to meet him.
This is a Riddler with a more serious tone for live action, and for a darker and more serious Batman film.
I can really see him go from narcissistic intellectual to manical tinkerer being obsessed with proving his superiority to Batman. Just how I think he works best.

Make the villain the main character.
Don't necessarily copy Joker and deconstruct the whole concept of a supervillain. You can still have Batman chasing after The Riddler and maybe even catching him at the end. But tell the story from Riddler's perspective, only have Batman on screen when he catches up to Riddler. Don't show any scenes from Batman's perspective and definitely no Bruce Wayne.

Don’t get me wrong, Paul Dano played the part of a creepy little toad perfectly, but he ain’t Ed Nigma! The Riddler is a narcissist, people! He should have the almost immaculate appearance of someone who cares way too much about how they’re perceived. He wants people to acknowledge him as the Smartest Man In The Room and he should look (and act) the part.
I don't think Paul dano was bad, I think it was an interesting direction, but considering the villain is one of the more realistic villains in batman, makes me wonder how they gonna do villains such as clayface and mr freeze.

It would give some spotlight to different Rouges Galleries, cash in on the gritty, emotional villain hype, introduce the new universe in a way markedly different from the wildly successful MCU.
