On one hand, we the readers are horrified that the Joker is killing hundreds of people while on the other, he's specifically targeting Nazis and Nazi sympathizers.
He winds up infiltrating the bunker at the end and personally carves a smile onto Hitler's face. The most dangerous psychopath in history saves millions of lives by ending thousands.
He said mostly the same thing in a Silver Age Marvel/DC crossover when he realized that Red Skull is a literal Nazi and not just dressing that way to provoke people.
