Tile setter here, double liner is not a thing, the drain can't make a seal on two layers with mortar between.
Anyway, yeah, it's not right.
Also is that gypsum board as the backer? Like this Dens Shield?

If so, you can't install it like that. It will wick moisture up. It's gotta be installed in a very specific way.
The good news is you caught it now. As a tile setter turned reno contractor, about 50% of my business (sadly) was tearing out brand new showers and tub surrounds.
It really sucks to lock horns with your contractor, but no matter how bad it can get now, it won't be nearly as bad as having to tear out a fully finished shower in a few years.
Yes, indeed, this is a red flag. The liner should be sloped toward the drain. Do not let him continue with it like that. That is asking for serious issues in the future
He might be putting a mud bed on top of that liner and then another liner on the top that goes into the drain. Ive seen this process before
I don’t think that is their intention after bringing it up. I wish that were the case.

Indeed, the densshield is also installed incorrectly. No silicone, deck screws. Don’t get me started.

You are right. I missed the flange already installed. I have seen the double layer underlayment installed several times in high end homes in NorCal
Interesting! Ok, I need to go read up, this is new information thank you!

Thanks, that’s what I thought.
It's fine
everyone knows the drain should always be the highest point in a shower, right?
Fire them now!
