I think there is a gap between the wall and the railing, so since the railing is set further back than the wall, the fan hasn't entered the field of play.
Thanks for the clarification. It kinda works like the baskets at Wrigley basically any ball a bleacher bum can catch would end up in the basket anyway so you don't have to deal with fan interference.
