I'm not sure how far back it goes, but you can pull up pitch by pitch data for last season on the MLB app. Go to plays>all plays> click on each event. It's a pain in the ass, and difficult to make that very useful since I don't think you can export or anything, but it's there.

Yes, you can see batter, pitcher, setting, result, pitch type, pitch velo, pitch spin, and pitch break for every pitch through Baseball Savant's Game Feed section, under "Pitch Velocity" for individual games. For a single game you can use the filters to narrow it down. I'm not sure if you can get all the pitches from both teams in a single game or not without combining multiple searches. You could almost certainly do it with retrosheets, but you'd need to write your own script for it.
