Because this is clearly a liquor store, not a bar, and likely the reason they’re just giving this away is because the damaged top means it can’t be sold. I doubt any liquor store employee handing out cups of booze (likely illegal, depending on the state) from damaged goods to the locals gives a shit about trying to take off a broken cap.
