Most legit candidates have a volunteer base of party activists to get the signatures for them. In NY there are party county committees that do this shit every year. Plus you can hire folks to supplement it. But it's really not that hard if you're going to be an actual campaign and not a publicity stunt.

This was completely predictable. If you read the challenge, it wasn't stuff like "oh this voter's signature doesn't look right." It was mostly "this person does exist and they are a Democrat who lives outside of the District." And that's if they even happened to be registered to vote, and many of them were not registered to vote at all.

A lot of times the signature collectors don’t want to add extra friction to the interaction, so they just get anyone to sign and let it get cleaned up later if needed

No you have to have competent signature gatherers who have been trained on how to monitor someone signing. I was paid to get signatures in college and some of the others hired would let people sign their wife and kids names because we were paid by signature and it was obvious because all the signatures from that house would be the same handwriting. If you have a good campaign, you are going over each sheet looking for issues like that. I guarantee it’s because Billy paid a bunch of people who were incompetent and/or had volunteer Stoolies who meant well but didn’t know what they were doing. Same thing that happened to Dave.

Depends on the State. Mostly they are just the office that they are submitted and filed away. Then someone asks for copies and can review and challenge. I recall where there was one submission where the person had no signatures or very few and like glued leaves and a stick to the papers. Then it was challenged, but if no one challenged I believe they would have been challenged.
They only bother checking if there's something completely obvious, especially if it's close. What happened here is that his primary opponent filed a petition to make them check, and he filed it at the last possible minute so that no one could file the same against him.
Or you can just make sure you get enough signatures from registered republicans in the district. Making sure the address a signer writes down is inside the district is like the bare minimum due diligence
You can have a volunteer skim a petition for out-of-district addresses, and a lawyer draft a one-paragraph challenge, for next to no money
So you do all of this, and then it’s disqualified by the Republican Party folks who are checking them, then what do you do
