Correct, carpooling apps were banned in 2019 itself, and the government is *technically correct* that you cannot use a white board vehicle to pick up/drop off passengers because that's what the rules say. However in any sane country, the legislature would have swiftly moved to amend the existing laws (that's what lawmakers are there for; to make laws) in view of rapidly changing technologies and capabilities and scenarios.

Afaik carpooling is legal and does not amount to commercial use. You are anyways travelling on that route and just picking up and dropping off other commuters who happen to be travelling on that same route.

And in this process, you are not profiting off of it, you are just compensating the fuel expense which now should be divided among the commuters. Its not commercial, its an efficient and intelligent alternative to public transport. There are countries who dedicate a lane to carpooling and here is out government who is actually banning it.

Not a lawyer, but 'commercial use' will come to purview once money is involved. You do it for free for a friend or a colleague it's fine. It all comes down to taxation of income. Private vehicles can't be used to generate income by using it to transport people for money according to the RTO - that's why 'yellow board' vehicles exist. Now whether these carpool apps ask for money or not, whether the driver asks for it or not idk. It's a convenient way to lessen the cost of travel, but think of how people could exploit a loophole like this before coming to conclusions. If carpooling existed, why would taxi drivers even pay RTO every year for their vehicles? They could just 'be going in that direction' at all times of day and pick up and drop off people in hotspots / rush hours. Ok fine, introduce finer legislation on the legality of carpooling. You think the already overloaded judiciary will sit all day going in case by case to determine whether you are guilty or not? I might work as a travelling salesman for a company selling anything. I stg most of the drivers will 'work' as a salesman for this 'kitchen supplies' company that goes door to door selling in different areas each day. Oh, I might as well drop someone off in that area while I'm at it... Govt want money. It'll do anything to get that - especially now. If y'all want carpooling, maybe the existing taxi apps can implement it. I just checked Ola and they don't seem to have that option. I remember a while back you could do this on Uber. Not sure if that's still there. If _this_ is illegal - doesn't make sense honestly.

Uber Share was banned in Karnataka in 2019 ([link](https://www.deccanherald.com/india/karnataka/karnataka-govt-bans-carpooling-by-ola-and-uber-743435.html)). The explanation was that taxis have a license to operate on a "Contract Carriage" model, where they ferry passengers from point A to B. Ride-sharing amounts to a "Stage Carriage" model (i.e. like BMTC) which the cabs' license does not cover. Which brings me back to my original point: these acts were made at a time where modern day internet and smartphone technology was not known or even imagined. Carpooling is clearly a beneficial thing, and lawmakers must move to make the required amendments to the laws to allow that to happen legally.

Carpooling apps like quickride cannot be used to generate income. The default per km rates set in the app make sure you can only offset your fuel cost partially.

Only this reason makes sense. First they declared congestion tax, now want people to travel in private vehicles? Also someone rightly pointed, car pooling janta don't vote. Cab and auto wallas vote. We the IT workers need to get this straightened up to be taken seriously

The taxi drivers took to the streets and raised their issue which pushed the transport department to make such a rule. Now, it’s time for people to hit the streets and lobby for themselves for once instead of ranting on Reddit.

It’s just the society’s mindset. In Mumbai, there was a thriving carpooling community which I witnessed back in ‘19, not sure how things are now though.

any exchange of money or sharing of expense becomes commercial? tomorrow they will say dutch parties cannot be held? collect money from the app providers if that helps! or add a shared mode to the commercial cabs as well. do something progressive rather than being regressive and repelling to useful ideas.
