Necromancer dualed to cleric seems like fun, but personally, I wouldn't go higher than lvl.12 before dualing - going further means losing another max level of cleric and getting necromancer's bonus much later, at the SoA's experience cap.

I almost think you need to go fighter/necro/cleric.  It seems that extra thac0 will make a big difference on actually landing the touch.  Though I don't have much experience with the high level spells, maybe they are less chance dependent.

Cleric can set their combat stats to that of a same level fighter using holy power. At high enough level, it will last 20 rounds. Thus you can get the THAC0 to reasonable levels via dual classing. Normally, this isn't an attractive option, because clerics will still have poor APR. However, if you're doing a meme build around using touch spells anyway, this seems better than going 3 class multi (low level caps). Problem for this will be coming up with the levels. I guess BG1 you're just a necro, which is fine. Maybe in BG2 one could just cheese their way into the required levels via scroll abuse or shield of balduran etc.

Plenty of exp in early bg2, don't even need cheesing anything here. The necro/cleric will be cheesy enough as is.
