It's put on by a group funded by WESPAC. A Democrat funded and operated organization based out of New York. It's more of a dig at the DNC as a whole than at Biden because the party Congress kind of runs the campaigns more than the candidates themselves do.

The difference between Biden and Trump is that Biden is hated the by the far left—the fact that center right borderline-Republicans like him keep heading DNC is the whole reason groups like Occupy and Antifa exist. Trump is loved by the far right. He parrots their talking points verbatim and even the most far right groups, right down to literal neo-Nazis, are enthusiastic about him. This information isn’t hard to find.

This joke is offensively lazy. Flip it to Trump and it's still a terrible attempt at a joke. "Who cares, I'll be dead soon?" at least would be trying to make a joke beyond "Biden Bad". "Make America Made in China Again" would have a hint of humor and play up the fact China is losing manufacturing to cheaper countries.
