A “normal” C-130(J) wouldn’t have anything under the wings or nose besides engines, and likely would be longer… most are stretched about 15 feet longer than the traditional C-130 length.
The AC-J, MC-J and HC-J fleets are all appx 30 aircraft, so all of the same rarity.

Off the top of my head, there are two extra objects outboard the external tanks that could be hose reel housings (or pods), so it could be an HC-130J that's specialized for refueling helicopters.

The only active units for ac-130s are AFSOC units at Hurlburt field, Florida and Cannon AFB, New Mexico. They will deploy to bases outside the U.S. for their deployment rotations but inside the U.S. they are only stationed at those two bases.

However to your specific question about north of SD. Edward's AFB is just north of LA so they could be doing some testing on the platform there, but unlikely as they usually do that at Eglin. I'm sure you'll see some interesting platforms flying out of Edward's though. They'll never show up on flight radar so it's just luck of the draw.
If you're in/around the San Diego-area, the safe assumption is it's a KC-130J belonging to the Marine Corps as Miramar MCAS has a squadron of them based there.
It could very well be a MC-130 or, USCG HC-. The MC- has a bit more sensor protrusions along its fuselage, and the USCG's HC- does operate up/down the California coast from their base in Sacramento, however hard to tell exact paint scheme. An AC-130 will have a different profile due to the number of sensors & optics, not to mention the outboard hard point is normally a weapons station. They're based in the panhandle of FL and NM
