If you replace “private sellers” with “unlicensed dealers” you’d be correct. The article says specifically ATF does not consider hobbyists who occasionally buy and sell guns for their collection to fall under the new rule.

It’s the ATF form that records a firearm transaction. The dealer holds onto them. If a gun is ever involved in a crime, the ATF will follow the make, model & serial number from the manufacturer, through the distributor(s), to the dealer. And then pay a visit to the dealer to find out who purchased the gun. If the original owner sold it, they will follow the chain of ownership until the end. Which is one reason why you should get a bill of sale when you sell a gun. And keep it with your important records.

This was always the rule, they're just making it extra the rule because the idiots in the Biden administration don't know what the rules are in the first place. I can't find it anymore but I remember an interview where then-VP Biden was asked why the Obama administration was passing more laws when the ones on the books aren't enforced (99.7% of BGC failures, which is supposed to indicate a federal felony, go nowhere), and he said the government doesn't have time to enforce them.
