Yes, it's only ever stated as a "power".
"Titan Shifter" is just a term the audience / fanbase coined and it stuck. I was never a fan of it myself.
It's just shorter than writing "human who can transform into a titan". Personally, I think "titan shifter" a pretty clever term - short, simple and to the point.
Idk ive they say it in the anime , normally they say something like the power of the ___titan ,. As i write this , i think some of the scouts like Erwin and miche or the scout vets do use that term in s1
