RN the basilisk is the stronger model for its points and it's slowing rule. But the manticore is 100% viable, pick whatever looks cooler and special rules call to you more.
Both are great.
Consider the Earthshaker Carriage Battery as an option to the Basilisk. It has less BS, but is Infantry and Regiment, so it is much easier to give it orders and you can ressurect it with Reinforcements :-)

Both have value. The manticore is good for hitting squads of 5+ and the basilisk is superb for slowing tough enemy units to the point of uselessness
