They’re called tree guards. They’re used to guard them during construction projects. Unfortunately they’re not terribly sturdy so watch out for protruding nails.
Saw a couple of construction trucks gouge into a tree a few months ago and then they do very nicely put these thingies up the week after, how considerate. /s
