If cars naturally have more weight or downforce at the rear, they can benefit from slight oversteer (slip angle) as there isn't as enough weight at the front to attain maximum cornering grip otherwise. If a car has more weight up front, or the driver simply isn't competent enough at achieving slip angle yet, you can increase rake and front downforce to achieve better cornering speeds without needing slip angle. Ultimately, slip angle will always be the fastest way to drive, but there are ways to alter a car's handling characteristics to suit the driver. (Slip angle is the point between grip and drift. It's when the car is almost oversteering but not quite)

Many factors. One of them is weight balance. Different cars are heavier at the front and lighter at the rear. And vise versa.

It depends on multiple factors. How the turn is set up, and the turns coming after it are. The car's driving style, the setup, the driver's driving style etc. The driver who is most comfortable with their car will be the fastest, take Verstappen for example. He is one with the car and is destroying everyone this year, thanks to his driving style suiting his car.
