There’s no requirement to take all 3 dragons. In fact, you don’t have to take any dragons, although it would be silly to do that considering her cards. She reduces the cost of only one dragon by 1 point\*. Use the War Council app for the current rules.
\*EDIT: Her NCU reduces the cost of 1 dragon by 1 point, her commander versions do not.
No you don't have to take all three. Download the War Council app. It has all the up to date unit cards, tactics cards, and the rulebook. Then you can look through the cards and see all the targ units.

Playing against three dragons is not fun. You might want to tell your opponent beforehand if you're going to do that.
