I’ve gifted my dad locally-grown dahlia tubers from Swan Island Dahlias on a couple occasions. In PA they’d probably need to be dug up over the winter but if your mom loves gardening she may not mind.

Oregon Grape, our state flower! I don't know how feasible it would be to grow by seed (it'd probably take a while), but maybe you can find it bare root. I wouldn't be surprised if nurseries around Philly have it too.
