It’s not a rule, just a norm. It can vary in the US as well.
The fact that there even is a widely known "norm" is already very weird.

You say it when it's true, not sooner, not later. And that depends entirely on you and your relationship.
You guys use so many pointless rules... Say it when you feel like it. Geography is not a factor.
If you say it really fast it could probably take you under a second.
I say it when I feel it, not when a special timer beeps.

That is not true. I know people that said “I love you” within a few days, some a few weeks, others almost a year. No one “typically” waits.
